To enhance and strengthen the institutional capacity of the local government system in Kerala to deliver services and undertake basic administrative and governance functions more effectively and in a sustainable manner, the Government of Kerala has formulated Kerala Local Government Service Delivery Project

The Project will benefit all the 978 Grama Panchayats (GPs) and 60 Municipalities in the State. Investments made by the GPs and Municipalities will indirectly benefit the entire population of the State outside the five City Corporation areas. The estimated cost of the Project is Rs 1195.8 crore

Children's Park at Poipallivilakom
Kulathur Grama Panchayat

Kulathur Grama Panchayat set up a Children’s park on the banks of Neyyar River. The Park situated in an extent of 3 cents of land in a prime locality in Poipallivilakom at Pozhiyoor Junction. Around 600 families are there in the area and most of them are engaging in fishing and related jobs. A  Park in this area is a unique experience for them.

A Performance Grant of Rs.2 lakhs is utilized for the construction of the Park in 2016-2017. Mr.Sabu, the Ward Member, implemented it with the support of the people in the area. “He is the brain behind this plan”, says the Anganwadi Worker with a beautiful smile 

The Park is constructed beside Poipallivilakom Anganwadi. It is safeguarded with compound walls. The children in the Anganwadi and other children in the area are using the park with great fun. The rides in the park are the main highlight for the children. The Anganwadi Worker is in charge of the operation and maintenance of the Park.

The Children’s Park is not only a play area for the children, but it is also a relaxing hub for the adults too. As human beings, we live in our homes and work places for so long. At some point, we need space to breathe, to interact, to walk and to gather.  These spaces are critical spaces for the formation of a community of every kind.

Concrete benches are scattered across the lawn for the people in the area to relax and to interact each other. It is a space for greater understanding and healthy engagement.
