To enhance and strengthen the institutional capacity of the local government system in Kerala to deliver services and undertake basic administrative and governance functions more effectively and in a sustainable manner, the Government of Kerala has formulated Kerala Local Government Service Delivery Project

The Project will benefit all the 978 Grama Panchayats (GPs) and 60 Municipalities in the State. Investments made by the GPs and Municipalities will indirectly benefit the entire population of the State outside the five City Corporation areas. The estimated cost of the Project is Rs 1195.8 crore

Smart Classroom @ Attukal UP School

Quality education is an essential requisite in today’s competitive environment. Technology has affected us in every aspect. The smart class is a modernized method of education in Indian education scenario which provides quality education to students. It aims at developing the students learning ability as the entire chapters become more interesting to study and hence improve the results of the students.

In this context, Panavoor Grama Panchayat took a decision to implement a Smart Class in Panavoor Govt. UP School which is situated at Attukal. The parents, teachers and the Panchayat worked hand-in-hand to implement the project within the time limit. The project completed in May 2017 using a Performance Grant of Rs. 613183.



The smart classroom is modified with tiled floors and ceiling to ensure a dust-free environment. The classroom is equipped with an interactive white board, ceiling mounted multimedia projector, a lap top, sound system and a mike, UPS, an educational software and a podium. BSNL is providing broadband connectivity.



Apart from the Smart Classroom, the school building was also renovated using KLGSDP fund to attract more students and to give them enough educational facilities.

The concept of the smart classroom has not only made education interesting but a chance to students to enhance their performance. Smart Class uses the instructional material, 3D animated modules and videos.

The initiative is implemented through IT @ School Project, a State Government initiative to impart IT education in schools.

“ICT enabled education in upper primary classrooms is a major step in achieving the goal of the government with respect to its General Education Rejuvenation Mission,” Shri.Raveendranath said

20 teachers are there in Attukal UP School and all of them were trained in ICT use. The interactive whiteboard enables them to cover more subjects effectively via ICT, which results in the improvement of educational quality. “Empowering teachers means an improvement in the educational standards,” Mr.Anvar Sadath, the Executive Director of IT @ School Project, says in one of the training.



Now the students are thrilled at this concept of innovation and interactive learning process. They get the opportunity to develop skills in using the technology, which will prove helpful when they enter the workforce. Internet and e-learning devices make class room environment extremely amazing.

As per the words of the Headmaster Mr.Buhari, “Smart Class improves students’ ability to learn”. He is the key person behind the development of the school.



People in Panavoor Panchayat welcomed this initiative wholeheartedly. The headmaster and his team took initiatives to improve the facilities of the school. In addition to this, as per their initiative, Rotary Club implemented additional toilet facilities in the school using a fund of Rs.2 lakhs.

The Grama Panchayat President Mr.Kishore and the Assistant Engineer Mrs.Remakumari are very conscious of giving special attention to improving the facilities of the schools under the Grama Panchayat. Using Plan Fund, they provided toilet facilities, furniture and other infrastructure facilities to the school. To enhance students’ physical capability, they supplied sports kit using their fund.

There is an increase in the strength of students to 6 percent by this year due to the improvement of facilities in the school.  Now the enrolment of students is 565.


This upgraded kind of education is very interesting for children. It is an innovative idea to change the traditional system into a smart and innovative system of teaching-learning activities.
