To enhance and strengthen the institutional capacity of the local government system in Kerala to deliver services and undertake basic administrative and governance functions more effectively and in a sustainable manner, the Government of Kerala has formulated Kerala Local Government Service Delivery Project

The Project will benefit all the 978 Grama Panchayats (GPs) and 60 Municipalities in the State. Investments made by the GPs and Municipalities will indirectly benefit the entire population of the State outside the five City Corporation areas. The estimated cost of the Project is Rs 1195.8 crore

Mini Mast Lights Installation
Parassala Grama Panchayat

Parassala is the southern end of Kerala, bordering Tamil Nadu. The Grama Panchayat spread across an area of 20.2 sq.km with 23 wards. Over 45 thousand population is there in the Panchayat. 

From 2011-12 onwards, the Grama Panchayat is implementing several projects using KLGSDP Performance Grant. In 2016-17, due to the higher demand from the public, the Panchayat installed Mini Mast lights in 11 wards. The Performance Grant used for this purpose is Rs.19,25,000.

Not only the people in the Grama Panchayat, people from the state of Tamilnadu are also the beneficiaries of this project.The Vendors from Tamilnadu are using this path to reach the market in Parassala Grama panchayat. 

The Grama Panchayat chose Mini mast instead of High mast light because it is cost effective and at the same time not time-consuming. Mini Mast lighting is an ideal synchronisation of a reasonable high rise lighting system. It avoids using masts, which consumes 50% of the cost of a high mast lighting system, instead it uses GI pipes, thus saves lots on non-productive cost like, cost of mast, cost for installation and time delay. The lighting used in the mini mast is LED, which produces high illumination, give high life period and saves a lot of energy.

Installation of Mini mast light is really a boon to the vendors, who close their shops on late nights”, says Ms.Prabha, one of the Vendors in Ward 10.

The words of the Grama Panchayat President Mr.Suresh, “Each and every project under Performance grant is so important for us because Performance grant is given based on the performance of local bodies. So we are urged to improve our performance for getting more funds in future".

Nirmithi Kendra is the agency who installed the lights. Annual maintenance Contract is also given by them. Kerala State Electricity Board is operating the system.
